Are you upgrading to Windows 10 from a previous version?

If that is the issue, we could try to upgrade with an Windows 10 ISO.
We could create a Windows 10 ISO here. Please ensure you have downloaded the right version and choose "Upgrade" when we choose the install type.

Before we upgrade, please run "dism/online/cleanup-image/restorehealth" or "sfc/ scannnow" to check the health of system files and unplug all the external devices. Turn off the antivirus software temporarily.
